Residents of the Newham district continue to protest the controversial proposal to develop the East Paddock at Hanging Rock.
Signs have popped up on fences along roadways sending a message calling on council to rethink the plan.
A motion proposing consultation on the development plan set to come before council on Wednesday night, was withdrawn.
Cr Jennifer Anderson planned to propose a motion seeking community feedback on possible options for future income generation of the Hanging Rock Reserve. She withdrew the Notice of Motion on the understanding that council's perception on the matter remained unchanged.
